Progress Report: PMD Advances Construction on New WWTP

The Purgatory Metropolitan District’s new Wastewater Treatment Plant is making steady headway, marking major milestones across structural construction, equipment installation, and systems integration. Designed to ensure long-term utility reliability and environmental compliance, the critical infrastructure upgrade is moving purposefully toward completion.
Project Snapshot
- Overall Completion: Approximately 58% (reported at the October Board Meeting)
- Contract Value: ~$18.1 Million
- Funding & Oversight: Active monitoring of contractor pay applications, engineering invoices, State Revolving Fund reimbursements, remaining loan allocations, and District reserves.

Structural Progress & Major Equipment Milestones
The facility’s main footprint is rapidly taking form:
- Building Enclosure: The roof is substantially complete, and framing has advanced across key functional spaces, including administrative offices, the testing laboratory, restrooms, locker rooms, electrical rooms, and central control stations.
- Basin Coverage: Precast hollow-core concrete roof panels are installed over designated treatment basins and the pipe gallery, with additional panel placement currently underway.
- Core Treatment Systems: Crews have set key treatment components into place, including headworks machinery, grit washers, slide gates, bridge cranes, process blowers, and an advanced ultraviolet (UV) disinfection system. Treatment basin piping is nearing completion, clearing the path to finish internal hardware placement as temporary construction access structures come down.
Weatherproofing and Winter Preparation
With winter conditions approaching, crews are prioritizing building envelope completion:
- Weather Sealing: Closing exterior wall gaps, finishing roof sections, and securing building openings to protect delicate equipment and interior spaces from freeze cycles.
- Permanent Power & Interior Lighting: Transitioning from temporary job-site feeds to permanent power and interior illumination, allowing crews to continue complex mechanical and electrical installations uninterrupted through cold-weather months.

Mechanical, Electrical, and Automated Controls Integration
The project has entered an intensive technical integration phase. Project engineers, contractors, and specialized equipment vendors are aligning complex support systems to operate as an integrated biological and mechanical treatment train:
- Ventilation & Odor Abatement: Installation and alignment of fiberglass-reinforced plastic (FRP) ductwork, airflow monitors, and advanced odor-mitigation systems.
- Instrumentation & Automation: Wiring control panels, verifying equipment circuits, and refining the facility's master control narrative to guarantee all emergency protocols and operational parameters meet rigorous state and federal discharge requirements.
- Operations Asset Management: The District is assembling a consolidated operations and maintenance (O&M) compendium—collating as-built schematics, maintenance schedules, warranty guidelines, and vendor documentation into a central working manual for plant personnel.
Site Utilities and Commissioning Preparation
Parallel to vertical construction, civil contractors continue advancing site utilities, including the primary pump-station manholes and related delivery infrastructure.
Looking ahead to eventual operations, the District and engineering teams have initiated the startup and commissioning roadmap:
- Rigorous Testing Protocols: Component-by-component electrical verification, dry motor run-ins, automation calibration, and live wet-testing under simulated hydraulic loads.
- Workforce Development: District operations staff are completing rigorous specialized certifications and operational curricula to ensure a seamless operational handoff once the plant is brought online.
Priority Focus Areas for the Next Phase
- Finalize remaining hollow-core roof panels and complete building weatherproofing.
- Advance interior framing and facility electrical rough-ins.
- Complete basin piping arrays and remaining sub-surface treatment mechanisms.
- Finalize installation of the main facility water supply line.
- Complete ventilation, FRP ducting, and odor control system installations.
- Refine the comprehensive multi-stage commissioning and validation plan.

The Purgatory Metropolitan District is committed to fiscal responsibility, strict environmental standards, and delivering lasting infrastructure for our rate-payers. Additional progress updates will be posted as critical project milestones are reached.
